Richmond, Va. (Newsradiowrva.com) -- Capitol Police have arrested a 28-year old Richmond man outside the Bank Street entrance to the State Capitol, after finding he had a loaded gun in his backpack.  The arrest occurred around 4:16 a.m..  Carrying a concealed weapon is allowed at the State Capitol, but only if you have the correct permits, and Capitol Police say Spener Adams did not.

Adams was charged with carrying a concealed weapon.  He was also arrested because Richmond Police wanted him on an outstanding failure to appear warrant, tied to an unrelated false identity charge.

The General Assembly is not in session right now.  The next session begins in January.
