Richmond, VA _ Virginia State Police, along with help from Richmond Police, have arrested and charged a Chesapeake man with reckless driving after a traffic stop on Arthur Ashe Boulevard near the Diamond. Police say they confiscated an explosive device, among other items, from his vehicle. Police posted the following to social media:
