Richmond. Va. ( - Richmond's new police chief, is the same as its interim chief.   Mayor Levar Stoney has removed the interim tag from Chief William Smith, making him Richmond's newest head of police.  Stoney says Smith is the first to be promoted from within in 50 years.

Smith says he wants to make the department more accesible and available.  He also says he views the department more as a public safety agency, not enforcement.  Smith has been interim chief since former Chief Alfred Durham retired in December.

Smith recently dealt with a controversy within the department, after a veteran officer was caught on video yelling at some middle school students.  The officer was disciplined and underwent remedial training.
