Richmond, VA (Newsradio 1140wrva.com) -- Richmond city council votes to appoint a commission to study a $1.4 billion plan to replace the aging Coliseum and build apartments and a hotel on some 20 acres in downtown. Mayor Levar Stoney has endorsed the plan but not submitted a proposal for council to review.

The council vote to create a 9-member commision was 5-4. Council member Ellen Robertson, who voted against the commission idea, wants to hire a private consultant to evaluate the plan. Councilwoman Kim Gray suggested the review commission with the idea they would report back in about 90 days.
