Richmond, VA (1140wrva.com) -- Richmond City Council for a second time took up a proposal to ask state lawmakers for the authority to remove Confederate memorials. Council member Michael Jones introduced the resolution telling those at the meeting "I'm simply asking that we have the right to decide as a locality".

About two dozen people spoke for and against the plan before council voted 6 to 3 to defeat the measure. Mayor Stoney, who supported Jones' proposal tweeted: The "culture of can't" was on full display at #rvacouncil.
