Richmond, Va. (Newsradiowrva.com) -- With protestors over police brutality literally outside the building, Governor Ralph Northam announced much of the Commonwealth will be allowed greater reopening starting on Friday.  All of Virginia, minus Northern Virginia and the City of Richmond, will enter phase 2.

Under phase 2, restuarants can start indoor service, at 50% capacity.  Gyms can reopen at 30% capacity with additional restrictions, and swimming pools can also reopen.  Northam did not address schools as he had originally planned.

Northam did talk about the ongoing protests, saying he stands with them.  He also explained his reasoning for not sending National Guard troops to Washington, D.C., saying they are needed here, and he didn't want them used for a "photo op."
